HAS ESTABLISHED:

• On September 20, 1999, the Kislovodsk City Prosecutor's Office received a report from the Kislovodsk department of the KMV Service of the FSB Directorate for the Stavropol Krai stating that [?] of the [?] district, Yu.I.
