November 8, 2000
Investigator of the Investigative Service of the UFSB of the RF for the city of Moscow and Moscow Region, Senior Lieutenant of Justice I.V. Asochakov, having reviewed the materials of criminal case No. 970, initiated on the fact of a false report of an act of terrorism,
HAS ESTABLISHED:
- Sufficient evidence has been collected in the case, providing grounds for charging Anatoly Viktorovich Mylnikov, born December 12, 1946, a native of the city of Ivano-Frankovsk, with a knowingly false report of an act of terrorism—planned explosions of buildings and structures creating a danger of loss of life, and causing significant property damage or the occurrence of other socially dangerous consequences.
- In August 1999 in Moscow, Mylnikov A.V prepared the text of an appeal on behalf of the "Volunteers of Russia" with the threat of carrying out explosions of buildings and communications in the event of failure to comply with the demand to release N.V. Zander from custody, and then sent printed analogs of the specified appeal, prepared by A.Z. Tumasyan, to the address of the General Prosecutor's Office of the RF and "Novaya Gazeta".
- Thus, Mylnikov A.V committed a crime provided for by Article 207 of the Criminal Code of the RF.
Based on the foregoing, guided by the requirements of Articles 144 and 148 of the Criminal Procedure Code of the RSFSR,
